Introduction
The World Class Commissioning Mental Health Team is seeking to let a contract for support in the development of a new commissioning product. This will take the form of a guide - aimed equally at Local Authority and NHS Commissioners - defining good practice in the commissioning of mental health and well-being services, and setting out what world class/‘intelligent’ commissioning looks like against relevant organisational competencies and assurance standards
Contract Details
We are seeking support to gather information and author examples for the Competencies sections of the publication. Work which will be undertaken in collaboration with staff from both the NMHDU/World Class Commissioning teams, relevant policy leads as well as mental health commissioning network members from ADASS and other groups.
It is estimated that the work required to facilate and/or draft sufficient contend to ensure full population of the relevant sections of the document would, initially, take the equivalent of 10 working days.

Experience/Skills
Contractors applying for this work should be able to demonstrate granular knowledge of PCT, and relevant Council, commissioning processes and assurance mechanisms at an organisation-wide, and mental health specific, level. Direct, or transferable, knowledge of both world class and ‘intelligent’ commissioning policy and good practice is also an essential requirement for contract delivery.
Application Process
Please supply a brief written outline by the 26th February 2010, setting out your relevant experience and how you would intend to carry out work in respect of the contract.
Outlines will need to include:
- a proposed methodology,
- assurance that work can be completed within the designated time scales and;
- a quote giving a fixed price for the contract not in excess of a total value of c£9,000.
Proposals will be evaluated by a team led by Kieron Murphy, World Class Commissioning Mental Health Programme Director, on the 27th February 2010 and contracts awarded therewith.
